Summary/Objective

The Payroll Operations Manager is responsible for all aspects of the payroll production functions that ensure timely and accurate payments to all university faculty, employees and graduate students while adhering to university, federal and state legislation and policies. Functions include control, verification and reconciliation of earnings and deductions involved in all aspects of the payroll calculation, from gross to net amount. This position ensures the timely and accurate payments to all university employees and graduate students that include complex tasks of calculating the tax-sheltered benefits and deductions; taxable tuition remissions. The Payroll Operations Manager assists in overseeing: $276 million gross employee payroll, $60 million in payroll taxes and over $10 million processed as deductions. The incumbent also assists with oversight for processing and reconciliation of   approximately 8,200 W2's and approximately 250 1042S's.

Essential Functions

  1. Coordinate payroll resources to ensure adherence to payroll schedule. Monitor input of the e-action forms. Resolve and fix payroll processing issues, concerns, and questions from employees and HR staff. Approve special checks, which include termination payouts, replacement checks, EFT replacements, etc. Ensure positive pay transactions recorded for each special check produced. Resolve employee pay, leave and other questions/concerns. 
  2. Hire, train, supervise, and evaluate 5 FT direct reports Ensure consistent application of university policy by training staff and customer groups. Assist in preparation of performance goals for staff and evaluate performance of direct reports. Provide training to HR staff, Payroll Specialists and Benefits on how to resolve payroll related issues that impact all involved. Provide continued training of new and changing AU policies, as well as federal and/or state regulations.   
  3. Prepare the quarterly 941 tax form. Generate audit reports and ensure data integrity of calculated earnings and deductions. Oversee payroll general ledger account reconciliations. Assist in year-end balancing and preparation of W-2 and 1042S forms. Review and approve tax payments and other payroll related payments. Reconcile accuracy of payroll data between the data storage files to ensure accurate internal and external reporting.
  4. Perform special projects as assigned by Payroll Director, to ensure accuracy and timely submission.

Supervisory Responsibility

  • Directly supervises 3 FT Payroll Specialists, 1 FT Senior Payroll Specialists, 1 Payroll Accountant, and 1 Payroll Customer Support Specialist

Required Education and Experience

  • Bachelor's degree
  • 8-10 years of relevant experience

Preferred Education and Experience

  • Certified Payroll Professional (CPP) Certification
  • Accounting 

Additional Eligibility Qualifications

  • Proficient knowledge of Generally Accepted Accounting Principles (GAAP) for payroll, benefit, and audit purposes.
  • Proficient knowledge of and experience with MS Office and other work-related applications, including spreadsheets, data queries, and quantitative analyses.
  • Ability to ensure proper communications and reconciliation of payroll charges or accounts.
  • Knowledge of computerized accounting and payroll systems used in the communication and reconciliation of payroll charges or accounts.
  • Excellent prioritizing and organizational skills
  • Superior time management skills and ability to work under pressure and tight deadlines.
