Summary/Objective

The Assistant Director, Environmental Health & Safety fosters a safe workplace environment by advancing environmental health and safety performance improvement in support of regulatory requirements and university policies. The Assistant Director, Environmental Health & Safety will work closely with Provost Office administration, faculty, and staff to identify emerging areas of risk and will develop mitigating programs, policies, and procedures to address the concerns, especially as they relate to the University's science departments. In addition, this position develops and implements environmental, health and safety management systems to integrate EH&S into university operations. The incumbent acts with minimal supervision and high levels of collaboration. This position is part of the larger risk management and safety services department responsible for emergency and continuity management, public safety, and policy and compliance oversight. The incumbent will have daily interaction with Chemistry, Facilities Management, Biology, Psychology, Public Safety, and Art departments regarding hazardous materials and risk management activities will be required. The campus includes over 50 building with over 2.3 million square feet over a campus in excess of 75 acres.

Essential Functions

  1. Responsible for conducting environmental health and safety activities, including the evaluation and remedy of conditions that may affect community members, and conducting or monitoring health hazard assessments. Plans and conducts complete evaluations of work operations involving potentially hazardous environmental conditions, analyzes findings, and recommends corrective measures and controls. Identifies potential causes of injury and analyzes workplace injuries after they occur. Conducts surveys and makes recommendations. Independently performs building and campus inspections as necessary, and conducts inspections and investigations in order to comply with OSHA and EPA regulations and published standards.
  2. Analyzes federal and local regulations including, but not limited to, areas such as export control, select agents, biological and chemical safety. Designs, develops, implements and monitors an effective export control education, licensing and compliance program throughout the University. Leads and coordinates institution- wide initiatives to understand and apply the federal export control laws and regulations to the wide variety of activities throughout the institution, including research and non-research related activities (e.g. travel abroad, payments abroad, shipments abroad etc.).
  3. Provides chemical and hazardous materials safety monitoring for the University. Monitors the use, transportation, and storage of chemicals and hazardous materials. Oversees the inspection of laboratories, facilities (“shops”), offices, other workplaces, and various chemical storage facilities on campus for regulatory violations and assists departments with maintaining compliance. Provides and develops protocols for the University regarding the use of hazardous materials.
  4. Develops and conducts regulatory and safety training courses across a wide spectrum of EH&S areas to include but not limited to EPA, OSHA, and safety areas. Examples of training courses may include bloodborne pathogens, driver safety, asbestos awareness, or laboratory safety. Determines the required audience, tracks attendees, and maintains training records and materials in accordance with applicable requirements.
  5. May serve as a respondent in the event of an unplanned chemical spill, hazardous material or toxic substance release on campus. Determines the appropriate level of response, and oversees or conducts spill release clean-ups, abatement, or remediation conducted by university or contracted staff.

Supervisory Responsibility

  • This position is considered “essential” under the university’s personnel policy guidelines and therefore is subject to be on call during a weather or other emergency, during non-standard working hours, or when necessary.
  • This position requires working in an array of indoor and outdoor conditions in a variety of working environments. The job may require entry into potentially hazardous environments for purposes of hazard evaluation, remedying of hazardous situations, or removing hazardous materials.

Work Environment

  • The worker normally performs their job indoors in an office environment.
  • The worker normally performs their job in a plant, laboratory or other environment where personal protective equipment may be necessary.
  • The worker normally performs their job both indoors and outdoors.
  • The worker may be required to work evenings and/or weekends.

Position Type/Expected Hours of Work

  • Full Time.

  • Exempt.

Salary Range

  • Commensurate with experience. Salary Range: $72-$105K.

Required Education and Experience

  • Bachelor's degree in Environmental Studies or closely related field.

Preferred Education and Experience

  • Master's degree.
  • 5-8 Years' Experience and memberships in professional engineering organizations. 
  • Experience in developing and conducting training programs.
  • Knowledge of applicable laws, regulations, and best practices related to environmental science operations.
  • Skill assessing facility, physical, and regulatory exposures associated with science laboratories, research functions, and associated activities. 
  • Ability to demonstrate the ability to develop and implement related risk mitigation strategies.
  • Knowledge of the principles and practices of industrial hygiene / workplace safety as well as OSHA, ANSI, NFPA, EPA, CERCLA, RCRA, and other federal, local and public health and safety standards.
  • Ability to interpret these standards and apply them to a variety of university settings.
  • Skill using database, spreadsheet, and word-processing computer software applications.
  • Ability to be able to understand how to apply applicable standards and best practices to a variety of university working conditions, and be able to modify analysis and recommendations appropriately.
  • Ability to independently perform building and campus inspections as necessary and conduct inspections and investigations in order to comply with OSHA and EPA regulations and published standards.
